Nuclear Fuel Procurement Financial Analyst II
Assists or conducts a variety of moderately complex financial analysis projects or functions. Performs a variety of moderately complex research and studies on topics that may include rates of return, working capital, investments, cost analysis, budgeting, forecasting, financial modeling, cash management, financial targets and financial and expense comparisons. Supports the development of long-range nuclear fuel procurement forecasts and budgets. Shares accountability with others to accomplish nuclear fuel acquisition strategies and goals by analyzing fuel market opportunities, investigating options and performing economic analyses. Develops, negotiates and manages contracts and contract revisions as a nuclear fuel buyer. Plans and conducts nuclear fuel RFP's, proposals and presentations. Works under only very general supervision Has frequent contact with internal and external company contacts.
Minimum Requirements
Bachelor's degree in Finance or Accounting with two (2) years experience or an equivalent combination of education and experience from which comparable knowledge, skills and abilities have been achieved. MBA, MS in Finance or CPA certification preferred. Frequent use and general knowledge of finance or economic analysis, Generally Accepted Accounting Principles and income tax laws. Excellent human relation skills and communication skills both oral and written preferred. Proficiency in Microsoft EXCEL.
Preferred Special Skills, Knowledge or Qualifications: Experience in supply chain management, contract language, business law, contract management (including MLIS application), computer programming languages, Microsoft ACCESS.
Nuclear requirement: Any PVGS employee may be called upon to serve as a member of the Emergency Response Organization (ERO) and will be expected to fulfill their obligation as an ERO member. Any PVGS employee may be called upon to support a refueling or short-notice outage. This includes line roles and responsibilities as necessary to execute outage activities. These are a condition of employment at PVGS.
Major Accountabilities
1) Develops the nuclear fuel requirements forecast and annual budget for the Palo Verde nuclear fuel supply chain using advanced computer models.
2) Analyzes, prepares, negotiates and administers contracts as a nuclear fuel buyer for all aspects of the nuclear fuel supply chain including generating purchase orders, contract notices, reviewing invoices, and maintaining supplier relationships.
4) Supports generation accounting with determination of nuclear fuel expense and regulatory reporting requirements.
5) Ensures a secure supply of nuclear fuel by analyzing fuel market trends and opportunities and investigating options.
6) Maintains fuel supply data and remains cognizant of industry trends and contract options to obtain the lowest cost fuel that conforms to the risk management guidelines.
7) Evaluates complex nuclear fuel agreements to support contracting in the most economical manner that strengthens the company's competitive market position. Develops and implements the most current, creative and technically correct contract terms and conditions, thereby reducing the company's risk/liability.
8) Performs analysis of complex cost, inventory and regulatory issues related to nuclear fuel; provides recommendations and presentations to upper management, departments and Palo Verde Participants on fuel supply issues, including development of testimony for adjudication and rate cases in federal and state arenas.
9) Maintains control of fuel costs within authorized budget, providing accurate and complete fuel cost and usage information for official budgeting purposes
10) Develops and maintains strong working relationships with other organizations, nuclear fuel suppliers, nuclear fuel buyers in the industry and the Palo Verde Participants.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
