Dept Ldr Security Operations

Responsibilities The Department Leader is responsible for the performance and results of the Security Operations function at Palo Verde.  Manages the Palo Verde physical security force through subordinate section leaders, operating 24-hours a day, 7-days a week.  Implements the provisions of the physical security plan and contingency plan.  Coordinates with site management on a routine basis to ensure an effective interface between security, operations, and maintenance.    Minimum Requirements A four year Bachelor's degree in Business Management, Security Management or other job-related field (Bachelor of Science) from an accredited college or university plus eight (8) years security or other job-related experience (six years experience must be in Nuclear).  Or, high school/GED plus 12 years experience in the administration of a security program at a commercial nuclear facility or similar Department of Defense or Department of Energy facility.  Five (5) years experience in supervisory positions involving the planning, organizing, directing and evaluating of work and performance for subordinates.  In-depth knowledge of defensive strategies and tactics.  Application of security barriers, alarm and assessment systems; and security evolutions such as mass processing of personnel, emergency plan response and incident command and control.  Operations management certification or above desirable.    Nuclear requirement:  Any PVGS employee may be called upon to serve as a member of the Emergency Response Organization (ERO) and will be expected to fulfill their obligation as an ERO member.  This is a condition of employment at PVNGS.  Roles and Responsibilities defined in Policy 1503 and implementing policy guide are applicable to all PVGS employees.    Any PVGS employee may be called upon to support a refueling or short-notice outage.  This includes line roles and responsibilities as necessary to execute outage activities. Major Accountabilities 1) Designs, implements and enhances the security program for Palo Verde through development of policies and procedures that comply with government security standards and regulations. 2) Identifies, develops and implements strategic and tactical solutions that drive improvements and optimize the performance of the function. 3) Selects and develops a high performing team through effective coaching, performance feedback, recognition, training and developmental opportunities.  Responsible for salary administration, performance management and staffing of personnel. 3) Prepares, recommends and oversees development of department operating budget.  Monitors spending for adherence to budget.  Develops and recommends plans to address variances. 4) Oversees Security Operations activities within the Nuclear Security Division and site wide.  5) Ensures Security Operations is capable of detecting and appropriately responding to contingencies including security threats or other plant emergencies.  Ensures smooth coordination of security support for operation and maintenance activities in all units especially during outages.  Ensures exercises are conducted in accordance with established security policies and procedures. 6) Maintains interface with local law enforcement to ensure regulatory compliance. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
